The key objective of this role is to drive Regulatory department performance in order to deliver timely regulatory submissions (paper / electronic) and approvals, while promoting integrity, transparency and proactive communication of expectations to stakeholders, for regulatory activities like, but not restricted to:

• New drugs/biologics, subsequent new drugs/biologics, new/additional dosage strengths/forms, manufacturing site, import license registration/renewal registration; withdrawals, etc. for commercialized products
• Post-approval variations/amendments like CMC, CCDS (i.e. package inserts) and labelling, manufacturing site, company registered address etc. for commercialized products
• Study protocol, protocol amendments, test license, investigation sites, periodic study reports etc. for clinical trials
• Health Authority commitments and queries
• Leading the regulatory team in India and active member in India operating committee

Experience required:

• Appropriate basic graduation (e.g. degree in Pharmacy or in other Life Sciences), Post graduate degree in pharmacy/ life science preferred with 3-5 years consolidated experience inleading Regulatory Team.
• 5-10 years of core functional regulatory knowledge an of which 3- 5 years of experience in leading the country regulatory team
• Exposure to international regulatory environment and capability to adapt the regulatory organization and implement appropriate plans.
• Proven experience and ability to manage people and cross functional groups
• Demonstrated track record of developing teams and creating working systems and processes
• Ability to negotiate
• Fluency in English
• Willingness to travel (approx.20% of working time, to Delhi)

Key responsibilities include, but are not limited to:

Financial Control  

• Influence and drive financially sound decisions through the creation of robust analysis.
• Oversee and perform accounting activities for Summit Internal Manufacturing site. Review and approve the monthly operating results for accuracy, proper accounting treatment and compliance with internal and external control requirements.
• Report operating results and provide analysis of key performance drivers to leadership.
• Provide financial support for capital appropriation requests (CAR) submissions.
• Provide follow-up to requests from internal and external auditors.
• Preparation of month-end reporting package and analysis as well as reporting of key variance drivers to local operations management.
• Regular engagement with management in key business processes and functions to proactively identify and mitigate financial, operational risk.
• Sustains a strong Internal Controls framework, including maintaining policies and work instructions, imparting trainings, responding to day-to-day inquiries from process owners and escalating issues to key leadership within Cell Therapy Operations.
• Analyze conversion costs including material and overhead and assist in tracking of period cost expenses against targets and forecasts.
• Provide monthly review and reporting of Capital projects to ensure alignment with current budgets.

Business Planning (Strategic Plan, Budget, Latest Forecast, and Latest Outlook) and Analysis  

• Prepare financial plans and latest forecasts for Summit Internal Manufacturing site including inventory.
• Develop the calculation of the annual standard product costs for Summit Internal Manufacturing site.
• Advise business partners on strategic projects and investment decisions.

Other Responsibilities

• Support clear and proactive communication within CTO and GPS. 
• Provide financial insights to management and employee audiences that increase their knowledge of the business and enhances their decision-making capability.
• Satisfy internal and external audit requests as necessary.
• Participate in ERP integration and implementation projects.

Qualifications & Experiences

• BA or BS in Finance / Accounting.  MBA and/or CPA strongly preferred.
• Eight + years of Finance/Accounting experience with a minimum of five years of industry experience.
• Sustains a strong Internal Controls framework, including maintaining policies and work instructions, imparting trainings, responding to day-to-day inquiries from process owners and escalating issues to key leadership within Cell Therapy Operation and Business Controls.
• Regular engagement with management in key business processes and functions to proactively identify and mitigate financial, operational and fraud risk.
• Exceptional analytical skills with ability to understand the bigger picture (i.e. impacts across the business, etc.).
• Team player able to interact with all levels and work on projects in a cross-functional team environment as well as interfacing effectively with global counterparts.
• Excellent communication skills, both verbally and in writing; ability to clearly explain financial information to a variety of audiences.
• Highly motivated self-starter with a willingness to assume responsibility, take ownership for their work and intelligently challenge the status quo.
• Tier one ERP experience necessary with preference SAP.
• Exceptional systems skills required including financial modeling in Excel, business intelligence tools, and budgeting and financial reporting applications.

The TAS is a critical role in our unique customer model to execute the BMS aspiration to be the BioPharma that delivers the most impactful engagement with Health Care Providers (HCPs), driving adoption of new and existing medicines for appropriate patients. 

The primary role of the TAS is to drive demand for BMS medicines within their portfolio for the appropriate patients. The role builds and maintains strong professional credibility with regional thought leaders (RTLs) and community-based physicians/HCPs in private practice, medical groups practices, office staff, and other stakeholders in the patient care continuum as their primary point of contact.

The TAS liaises with other BMS functions as needed to deliver an overall higher Customer Experience (Cx) – by meeting HCP needs in a timely and scientific manner. This role will prioritize the safe and appropriate use of BMS products while also focusing on overall business results and performance objectives while exemplifying BMS values. 

The TAS role is field-based. A TAS is anticipated to spend 100% of their time in the field with external customers.

• Portfolio Promotion

- Promotes approved indications of BMS products within a defined territory or region to meet or exceed assigned sales targets in a compliant manner.
- Creates demand for BMS medicines by articulating in a balanced manner the clinical and scientific rationale for use of products in appropriate patients.
- Engages with and continuously maintains/grows a high level of scientific expertise in all assigned products and therapeutic areas.

- Advanced scientific degree and/or preferred 5+ years of pharmaceutical or biotechnology experience as healthcare sales / MSL / HCP / nurse.

Summary:

The role of Associate Director of US Commercial Regulatory Affairs requires the ability to apply complex scientific and expert regulatory advice and risk assessment for the development of promotional campaigns and materials for an assigned product/therapeutic area in order to help ensure the Company’s objectives are met.  Individual will ensure materials are consistent with BMS guiding principles, PhRMA guidelines, FTC guidelines, and applicable FDA regulations and guidances.

Responsibilities include:

• Provides regulatory advice, risk assessment and mitigation strategies to Commercial Teams, Medical Affairs, Public Affairs, Value Access and Payment, and other internal groups, on all promotional materials, including concepts, disease awareness, and institutional campaigns on assigned product/therapeutic area.

• Provides solution oriented and innovative advice to meet the Company’s objectives and goals.

• Provide strategic advice for the development of Office of Prescription Drug Promotion advisory submissions and sub part e submissions.

• Ensure full regulatory compliance of all promotions with approved labeling and /or FDA guidances.

• Ensure regulatory compliance with sub part e and 2253 regulations.

• Lead training for Commercial teams on sub part e, 2253 regulations and FDA regulations on advertising and promotion.

• Ensure monitoring and maintenance of knowledge of the evolving regulatory landscape to provide innovative solutions and advice.

• Pursues and understands diverse perspectives inside and outside BMS to provide risk assessment and mitigation strategies.

• Develop and maintain strong working relationships with internal customers, including Commercial, Medical, Public Affairs, Legal and Compliance

• Integrate compliance considerations into risk assessment by partnering with Legal/Compliance colleagues.

• Provide advice and guidance as appropriate on the development of draft product labeling to ensure commercially viable US labeling upon which future promotion and advertising will be based.

Qualifications:

• BS required; advanced degree preferred (MS, PhD, PharmD, JD)

• Experience providing risk assessment to interdisciplinary teams on promotional materials and activities for marketed products and strong interest in FDA advertising and promotion regulations including guidance(s)

The primary role of the TAS is to drive demand for BMS medicines within their portfolio for the appropriate patients. To meet the HCPs expectations, the TAS engages them with a differentiated Customer Experience (Cx) through deeper scientific dialogue on and consistent with label, leveraging new ways of working and CE^3.

The role builds and maintains strong professional credibility with regional thought leaders (RTLs) and community-based physicians/HCPs in private practice, medical groups practices, office staff, and other stakeholders in the patient care continuum as their primary point of contact.

The TAS liaises with other BMS functions as needed to deliver an overall higher Customer Experience (Cx) – by meeting HCP needs in a timely and scientific manner. This role will prioritize the safe and appropriate use of BMS products while also focusing on overall business results and performance objectives while exemplifying BMS values. 

The TAS role is field-based. A TAS is anticipated to spend 100% of their time in the field with external customers.

• Portfolio Promotion

- Promotes approved indications of BMS products within a defined territory or region to meet or exceed assigned sales targets in a compliant manner.

Reporting to Senior Scientific Director Translational Medicine, the TM Associate Director will be part of the late stage TM group. The individual will be responsible for TM and clinical biomarker activities to support drug development programs in multiple diseases in neurology and immunology. This individual will have the opportunity to assume biomarker lead responsibilities, such as serving as biomarker representative on study teams, setting up biomarker plans for individual trials and ensuring appropriate collection and timely analysis and reporting of final biomarker data. The individual will also be responsible for answering key TM questions related to the assigned assets and diseases via collaboration with TM laboratory team and/or academic thought leaders. The successful candidate will have prior therapeutic area and late development clinical experience in biotech/pharma organizations interacting with project teams, clinical research physicians, statisticians, computational biologists, contract research organizations and translational scientists to deliver science that supports the development of medicines to patients in need.  

Responsibilities will include, but are not limited to, the following:

• Designs and implements program-specific biomarker/translational plans, responsible for aiding in creation of clinical protocols, SAPs, SOWs, lab manual, and interfacing with CRO for execution of services, in conjunction with Biospecimen Operations and Procurement.
• Determines appropriate assays and vendors for clinical biomarkers, and manages outsourcing of biomarker assay development and validation partnering with Translational Sciences colleagues when applicable
• Manages clinical biomarker data delivery and analysis and associated timelines by working with relevant internal functions and CROs;
• Prepares and delivers internal and external translational/biomarker presentations
• Maintains timelines for biomarker data related publication through interaction with Medical Communications and Publication team as needed
• Keeps up-to-date on relevant scientific/technical literature in order to applying external knowledge to internal research programs as appropriate and acts as a subject-matter expert within the team to critically evaluate the literature regarding the asset and disease biology
• Works with TM laboratory scientists and academic TLs to address nonclinical translational questions
• Participates in post-hoc biomarker analysis and publication efforts
• Supports regulatory submissions and regulatory interactions as needed

Basic Qualifications:

• Bachelor’s Degree
  • 12+ years of academic and / or industry experience

Job Description

The MSL role embodies our medical mission to be recognized as the trusted partner for internal stakeholders and the healthcare community, driving scientific exchange to enhance medical education, data generation, insight generation and patients’ access to medicine.

The Medical Science Liaison (MSL) is responsible for identifying disease and product related medical needs in a defined geography. The primary role of the MSL is to develop and maintain relationships with Thought Leaders (TL) and Healthcare Providers (HCP) within their healthcare system. The purpose of their interactions is to engage in meaningful scientific exchange that will ensure patients have access to BMS medicines, to ensure their safe and appropriate use through peer to peer discussions aligned with medical strategies and needs expressed by external stakeholders, and to facilitate research. The MSL also serves as the medical resource for external stakeholders in the community.

External Environment and Customer Focus

• Develop and maintain relationships with academic and community research thought leaders, appropriate HCPs, and access stakeholders, within a given geography to answer scientific, unsolicited product, and HEOR related questions. The MSL will use various channels for interactions (1:1, group presentations, remote, etc.)

• Demonstrate proficiency in using available scientific resources and presentations. Effectively present information to TL/HCPs and be able to respond to questions, ensuring medical accuracy and compliance with local procedures, ethical and legal guidelines and directives.

• Actively assess the medical landscape by meeting with TL/HCPs/Access Stakeholders to understand their needs and expertise. Continuously update own knowledge in treatment strategies, products, unmet medical needs, clinical trials, health economics outcomes research and scientific activities. Understand the competitive landscape and evolving healthcare models and actively prepare to address informational needs of customers

• Identify opportunities to partner with HCPs on disease state initiatives, collaborative research projects, and investigator sponsored research (ISR) of interest and in alignment with BMS strategic objectives

• Attend medical congresses and local/regional meetings. Collect and provide meaningful medical insights and/or impact by communicating these back to the medical and commercial organizations to support strategy development and business decisions

Contribute to the Medical Plan

• Develop geography-specific Field Medical and TL Interaction plans based on therapeutic area objectives and TLs needs

• Adopt institution/account planning approach and contribute to cross-functional
  institution/account plans

• Contribute to development and delivery of scientifically meaningful medical programs/projects in line with the local Medical and Field Medical plan

Provide Medical Support

• Establish a customer-centric, compliant collaboration with cross-matrix field teams within assigned geography

• As necessary and appropriate, support the initial and ongoing medical/scientific area and product specific training and provide key scientific updates to internal stakeholders (e.g. Commercial, Regulatory, Pharmacovigilance, Legal, HEOR, Value Access & Payment)

• Provide scientific support at promotional meetings by presenting scientific and clinical data, by evaluating speakers and by giving support to BMS-contracted speakers (if applicable)

• Participate in assigned Congress activities

Support Clinical Trial Activities

• Support Interventional and Non Interventional Research (NIR) studies (e.g. identification and
  assessment of potential study sites) to facilitate patient recruitment and/or discussions around the safe and effective use of BMS investigational products, as agreed with home office medical and Global Development Operations (GDO) and as defined by the study scope document

• Provide recommendations and insights to clinical development team on study and site feasibilities within the therapeutic area based on knowledge of the field and through direct contacts with potential investigators, as agreed with home office medical and GDO

• Support HCPs in the ISR submission and execution process and study follow-up as agreed upon with home office medical and GDO

• Ensure that BMS Pharmacovigilance procedural documents are understood and applied by investigators of local studies, and alert appropriate BMS personnel to any identified Adverse Events

• Actively support CRO sponsored studies as agreed with home office medical and GDO and as defined by the study scope document

Required Qualifications

• Advanced degree in medical/biosciences (i.e., MD, PhD, PharmD, DPH, EdD, etc.) AND a minimum 3-5 years of MSL experience

• Current MSL experience in psychiatry, mental health or schizophrenia with proven track record of establishing, maintaining, and enhancing effective and successful collegial relationships with external experts.

Knowledge Desired

• Disease area knowledge and an understanding of scientific publications

• Knowledge of a scientific or clinical area, competitive landscape and patient treatment trends

• Knowledge of clinical trial design and process

• Knowledge of the national healthcare and access environment

• Knowledge of HEOR core concepts

• Excellent English language skills, spoken and written

Experience Desired

• A minimum of 2 years working in a clinical and/or pharmaceutical environment

• Prior MSL experience

• Ability to work independently and act as a team player

• Translating scientific or clinical data into an understandable and valuable form to help physicians best serve their patients

• Good communication and presentation skills to present scientific and/or clinical data to research or healthcare professionals

• Developing peer-to-peer relationships with TLs, scientists and other healthcare professionals

Essential Qualification

• Ability to drive a company-provided car is an essential qualification of this position. Candidates must be able to drive a BMS-provided vehicle between locations (often great distances apart), and arrive at each location ready and able to enthusiastically and efficiently demonstrate an applied knowledge of pertinent health care industry trends. Candidates must possess a high level of ethics, integrity, and a responsible and safe driving history

Travel Requirement

• Travel required. Position is field based, MSL will be required to live in the territory which they manage or within 50 miles of the territory borders

• The MSL will spend the majority of their time in the field with their external customers. Further requirements based on territory assignment and team needs

The starting compensation for this job is a range from $150,000 - $220,000, plus incentive cash and stock opportunities (based on eligibility). 

The starting pay rate takes into account characteristics of the job, such as required skills and where the job is performed. 

Final, individual compensation will be decided based on demonstrated experience.
